Sir, A discussion is also warranted on why 230th report of Law Commission of India has not been implemented in most deserving States like Uttar Pradesh which tops in having maximum pending cases and another lawless State Bihar has none. This historic report prepared by panel headed by Justice Dr AR Lakshmanan in August 2009 and even after nearly 14 years implemented only in Karnataka! Why lawyers of West UP even though agitating since last 75 years yet no action taken due to which people and litigants of 30 districts of West UP have to travel 700 km on average all the way to Allahabad to seek justice as West UP has been attached not even with Lucknow but with Allahabad which is 200 km further away from Lucknow! Sir, A discussion on Why UP has least HC Benches in India And West UP Has None And So Also Bihar must be conducted as less deserving States like Maharashtra which tops in Justice Index Ranking has three HC Benches and fourth approved for just 6 districts of Maharashtra at Kolhapur for just 6 districts and similarly 2 HC Benches approved for 4 and 8 districts in Karnataka with population of just 6 crore but West UP with population of 10 crore has not even a single HC Bench even though Justice Jaswant Singh Commission headed by Supreme Court Judge Justice Jaswant Singh recommended 3 HC Benches! Why both High Court and a Single Bench are in Eastern UP only! An article in this regard has been published in June 2015 issue of All India Reporter Journal titled How Can It Happen That UP Has Least HC Benches in India and West UP Has None by senior lawyer Shri Tarun Dhaka!
