I think it might be fine. The surface area of the ring indent is really not the same as a crack in the concrete and freezing water should have a lot more room to expand.

Look again… The stanchion is removable. It’s kept in place with a pin secured by a padlock. That’s enough to keep people from parking there without permission.
The slope is very nice, but the top of the slope parking concrete slab makes me sad. It should have contained some areas for soil and plants! Even if they later place planters, that's still not as nice. ;.; But the job is the job, I guess.
I think just making the surfaces really rough is better. I’ve worked in road construction and we couldn’t get our truck up the slope because the surface wasn’t rough enough. The rings are not adequate. A nice rough groomed surface is better.
I think its just for looks- like when people put diamondplate on things that aren't walked on. It's a decorative thing that's based on something that used to be actually useful.

引っ掛けるフックとか持ち手とかを付けて抜き取ると発想しちゃうんですが、ブッ刺して抜き取るのは、大変面白いし効率的で良いですね!

Ooooooh, *THAT'S* what these are for! I've seen these ring holes a few times at the bottom of underpasses, I figured they were drainage for water!
Would you care to explain? Just grip? Seems low due to spacing. To break up and slow down water flow? Or?
