It looks like the graphics are basically alright, just in the wrong place at the wrong time, it seems like a timing issue. Whatever is drawing the graphics on the screen is messing up the horizontal timing of the scan lines.

Where is your video on that RAM tester?

You should do like The 8-Bit Guy ( ruclips.net/user/adric22videos ) does and just ask for people to send you things like, in this case, a "for parts" SMS to swap out the VDP chip. He gets so many offers from people wanting to send him stuff entirely at their own expense, including from other countries(!), that he has to be very picky as he has run out of room to store things. Sure, he has a huge subscription base and that is definitely a major factor. You could just ask for broken or even functional classic video game hardware from those mainly in the UK to greatly reduce their shipping costs. I'm sure they could find all kinds of such stuff dirt cheap at boot sales.

Looks like a stuck address line to me. If it's not the vdp probably the gatearray. Did you try the ram in the the tester. I can see no reason it wouldn't work.
