A few apps for mobile 3D animation include: Shapeyard (3D molding no animation) Naomi animation (can give you a gist or feel for animation however no custom creation) Animatoon (it is made with cubes so you can’t smooth thing into spheres, very beginner friendly) The best app I have found so far is blender but that is a PC/computer app Also the most decent computer I have seen is the Dell Latitude 7480 14in FHD Laptop PC - Intel Core i7-6600U 2.6GHz 16GB 512GB SSD Windows 10 Professional. It’s a decent price at 250$ and has a decent core (at 7) the ideal core for great 3D animation is 9, but this computer should do the trick.
Buy an inexpensive laptop. Buy it as so it satisfies the basic requirement that are needed to code or run 3D applications. And make it just exclusive for coding, otherwise you could clutter and slow it down. I think someone could afford it. My friend came from a pretty financially unstable family, and that’s what we did for her. Well it works. If you have chosen the least price for the best fit requirements for your needs, it’s a win. And the quality of the computer depends on how you use it and organise it.

use cycles render engine. put noise thresh hold to .5 and max samples at like 500 for render. this will let you render like 5x faster.

You can render such things on almost every cpu or gpu, it's only affects on time of rendering
u need enough memory, also u can render by layers and composite them
