That's why she has this beautiful monologue, basically, calling Jinshi out to be upfront with his feelings, to tell her clearly his intentions with her. Since he is her superior, she cannot be making assumptions about their relationship. He has to me make the first move.

If you haven't noticed yet, they symbolized characters in this anime with animals. Maomao, the name pronounced like the word cat in chinese and they always add cat ears on her head from time to time. The Quack doctor is a hamster/mouse and always get bossed around by Maomao. Lihaku is a dog, he's loyal and strong but kinda dumb.

Jinshi was testing Lihaku to see if he was a genuine person that he could trust. Lihaku has loose connections to Lakan (nature of his job) and is talking about buy out a courtesan. By offering him so much money Jishi is doing 2 things 1. Seeing if he’d take it and 2. If he took it making sure he had enough to buy Pairin rather than try to dévale her like Lakan did. Lucky he passed the test with flying colors now Jinshi trust him around Maomao, and he doesn’t know this and it’s already been hinted but *mild spoilers* 3 2 1 Pairin is completely capable of buying out her own contract, she chooses to stay there because she likes her job, she has all the time (though Granny disagrees) in the world to wait for her Prince to come.
Jinshi mentions his achievement becoming an officer in the capital, was due to a "sharp-eye strategist (maybe Lakan)." Jinshi prolly just trying to gain his favor as to keep tabs on Lakan.
Just a thought... I think Maomao is still under the impression that Jinshi is a eunuch. At one point, she expressed what a waste it was for him to be a eunuch. She did say something about hiding her feelings in the episode where they are in town together. She pulled away and was clearly upset that he was going into a brothel or "restaurant." Even as her feelings grow, she may be trying to suppress them since he's a eunuch, and in that case, not a good candidate for her future husband. We all know that isn't true, but she hasn't figured it out yet, even if she's starting to suspect something. Loving this show! Between this and Frieren, I'm so spoiled with good anime! LOL! I think the part about hiding her feelings was because Jinshi asked about how to lower a courtesians value, that brought up some trauma and she didn't want to show it.
Another thing to consider with Jinshi, Lihaku, and Maomao. While there was a definite element of Jinshi wanting to make sure Lihaku wasn't after Maomao, he also basically heard his girl say "my sister has a good guy who wants to be with her, but doesn't have the money," and Jinshi went "Aight, bet".
My one complaint about the anime is that they left out the key moments of Mao Mao's inner dialog, where she explains her struggle to catch emotional ques. She can catalog situations and figure out what's going on by catching subtle nuances, but when it comes to her own personal feelings and emotions, she describes herself as broken. It has to deal with her upbringing and the stuff she witnessed at a young age. She internalized it, and instead of expressing emotions, she basically shut down and is now "emotionally blind" when it comes to close social interactions. She never puts herself in the mix with others, she's always viewing herself as a 3rd party unless she's alone, and then her barriers fall down. We've seen several examples of this, like when she didn't know how to tell Jinshi not to fire her or how she's unaware of the true affections people close to her feel towards her. She can understand "like" but "love" is a concept she doesn't think she can ever understand.
I mean by the point we get at for the end of the season its pretty well established that everyone in her family is good at one particular thing and oblivious to just about everything else.
You also have to consider this. Jinshi just had an attempt at his life and what seems like a deep conspiracy, so the people he can trust is limited. He trust Maomao and she trust this dude. So from Jinshi perspective he’s about offer Lihaku the woman he loves plus 10k and Lihaku still turns him down. So he has morals and isn’t easily bought even if it’s what he wants most. He’s not getting close to MaoMao in a sneaky way and his dad is relieved by knowing his son is an honorable man.
In Maomao's defense. She thinks that on top of being nobility(and she is a peasant), Jinshi is a eunuch. And the eunuch she knows(her adoptive step father) doesn't show interest in women due to lack of shmeats. In her mind, why would he be interested in her and that the muscle bound dude?

Jinshi took offense at Lihaku when he said that maomao liked him, but lihaku didn't notice that since he's just focusing on Pairin I guess Jinshi was testing what kind of man got the approval from Maomao to basically become a part of her family
It’s most unlikely any normal person would be able buy Pairrin. That amount of money, only really rich merchants or officials can afford. But most merchant would rather stay for one night than buy them since 10000 is too much. But officials are more likely to buy them since they earn more
I think Jinshi was also testing if Lihaku could be bribed because he needs money to buy out Pairin. So if he would accept the money it would be a risk for the emperor.
About the cat comment: MaoMao's name is writen with the Kanji (or chinese equivalent, I'm not sure) for cat repeated, translating her name would result in Catcat. Her nickname as Xiao Mao is people calling her Little Cat
The problem with Mao Mao is that she's really on the defensive all the time, especially when it comes to weak spot like her biological father, she also knows everything about the Green thing house, and all that happened there, good or bad. Jinshi doesn't have enough place in her heart for her to open or feel comfortable as she do with the big masc guy, this one is "a dumb dog, but also kind and honest". He doesn't hide anything, goes straight to the fact. Jinshi still has secrets untold, she knows that, and he also play with her like a with a pet, that's what he does most of the time and she gets it. For her, she's just a toy for him and she doesn't try to understand what feelings he has for her.
I can't remember if they ever referenced it in the show, but "mao" is Chinese for cat. It's common to say "mao mao" to be like "kitty," so Jinshi is probably calling her his cat for that reason, I guess.

It’s easy to forget, but Jinshi is plotting stuff we don’t know about all the time, same as when we first met him. He’s constantly manipulating and testing everyone around him in order to judge character and intentions. He’s constantly on the lookout for threats of a variety of natures.
Maomao maybe is dense, but when it is about love she always want to have none of it because of her mom. While Jinshi, he's still act Maomao is like his belonging thus the word cat. Not a proper love feelings yet

Maomao's name is literally the word for "cat" twice (in Mandarin, but if you look at the credits sequence you'll see the kanji for "cat" twice).
