I am calling this nonsense - Gauteng uses about 10GW - there is no way they can generate this on their own.
The largest solar plant in the world in Saudi Arabia can generate 2GW and it cost about 450 million USD (8 Billion ZAR)

You know how as we graduate from university/complete our qualifications we aim to make progressive change in our lives? We tend to think that home loans, car loans, furniture/store accounts in order to accomplish certain goals? That makes us middle class and able to move forward in certain aspects (thought not all). I think that's it. The City of Johannesburg operates as a company within provincial government and if they don't make enough revenue, they can ask for loans to get stuff done. Whether those are used properly is another question.
