Sounds like a High Pass filter with different roll offs and Compression.

There are many effects here, including what you mentioned. I can also hear time remapping effects, delay, reverb, pitching and so on. There's nothing magical going on here. All this stuff can be done with stock plugins. The beauty of this plugin is that it saves time :)
