I feel you, if you are out of the context of who Verka Serdiuchka is, it's hard to understand. But she was our "mood-setter" artist since late 90s. No matter what crisis happening in the country there was always Verka (our drag queen) who was always cheering life and sang happy songs.

Verka is a drag queen. This is a comic character who started her career with comedy shows on TV. In it, she portrayed a train conductor who interviews the stars. In the performance, she is dressed in an exaggerated form of a conductor, ridiculing the clichés of the Soviet era and bad taste. The performance is built on absurdity and excess, which is why it has become one of the most memorable in the history of Eurovision.

Also it reflects the spirit of the contest very well. Can't believe it's your first time hearing it - it was rather popular among ESC fans, and still is)))) It placed 2nd that year btw))

There is a song by this performer called Tango of Farewell Passion, in which Andrii Danylko (the real name of the performer) and Verka (the character) at first argue who of them is the leader ("You're not interesting without me, my outfits and songs." - "Have you forgotten who writes those songs?"), but then reconcile, understanding that they would be together forever.
