@@Blueclues16 They had received a yellow card already during the match. If they receive another yellow card in the next matches, they would miss the next match after the second yellow card. But if they received a red card, they miss the next match, but the first yellow is deleted. They did this because they were already qualified for the next round, so they prefered to miss those players in the last match of group phase rather than having the risk of losing those players in an eliminatory match.

There are so many rules that FIFA could implement to make the game better...
Starting with a harsher punishment system. The second the ref blows a whistle, if you touch the ball and it's not your ball = yellow card.
Imagine an NFL ref spotting the ball for the offense, and a defender goes up and kicks the ball... and the ref just waves their finger "no no don't do that."
The way you solve this problem is you stop the running clock. I get that football fans enjoy the running clock because tradition, but at this point it's abundantly clear that players not only abuse the fact that refs don't add time for time wasting, they count on it. If there was a clock that stopped whenever the ball went out of play or for penalties, then the only possible time wasting would be excessive holding of the ball by the keeper, which is much easier to account for and add stoppage time for. But the modern game where a team can time waste for 5-7 minutes, in addition to all the normal stoppages of a half, and then only have 4 minutes of stoppage time added in some games, and 6 in other games because some refs are better than others, it just ruins the pace of a lot of games, and teams do it because they know they can get away with it.
I have bad news for you about the amount of time wasting defenders in the NFL can do, between laying on offensive players and messing with the ball while it's on the ground, they can waste a solid 5-10 seconds on a play where the clock doesn't stop

Just look at how extra time was determined in the World Cup. Every game had 10-15 minutes of extra time, and time wasting was not useful.

here's the solution: don't add minutes because of fouls/ goals etc. Just stop the time at every goal/ injury. And then the most important thing: after minute 85 stop the clock every single time the ball is out of bounds or somebody is injured etc. Problem solved.

I think a good rule would be if you pick up the ball for a throw-in, you're throwing the ball, you can't switch with a teammate. I always hate it when a player is about to throw the ball and then he gives the ball to another teammate instead.

There's a difference between time wasting and playing the clock down. Cheating will get a yellow card and time added on so why do it?
