I go to Davey Crockett often for a short getaway. I am in East Texas so if you ever make it out this way I know of a couple dispersed spots. Always looking for good company on camping trips.
Yes there is free dispersed camping at Davy Crockett that you can camp at without a pass. During the hunting season you have to stay in designated hunting camps, but when its not hunting season you can pull off the trail and camp anywhere. Keep in mind though it has to be a legal trail to drive on and you can only drive a little ways off the trail, you cant go trailblazing through the forest. I called the rangers office again to confirm this. You can grab a motor vehicle use map(MVUM) and a hunting campsite map from the ranger office. Thanks for watching!
