That is not what such a feature is for. Say you leave your bike at the front hallway just inside your place, setting your handle pars sideways makes the bike much skinnier so it is easier to get past it.

My anti bike theft idea is to have a titanium rod that is attached to the frame, and that can be locked through the wheel spokes, so then someone wants to take the wheel or bike HA good luck
I leave my e bike on the maximum throttle assist so in hopes someone hops on it while I’m in the store they take off and crash bc they didn’t expect that motor to kick in. Or they make the quickest getaway ever one of the 2 lmao

I would assume the lock would stop the bars from rotating the wheel/forks at all, not just rotate allowing the wheel to move freely.

It's not a good anti-theft system. But being able to swivel the handle bars like that would make putting a bike in my suv much easier!
Loosen the (1 or 2) stem/headset bolts slightly so they aren’t gripping the steerer tube, and then swivel the bars. Travel. Arrive. Retighten
That's why I always prefer my Raleigh super be with it's locking front fork instead of the handle bar lock
