I have a C2 Qiqi and she becomes a good on-field dps because of it. I have mines equipped with Isshin, 2pc Blizzard + 2pc Gladiator, amd Crit Rate Circlet/Cryo DMG Goblet/ATK Sands even though this setup works best when she's paired with Chongyun (who can infuse all non-infused sword, polearm, and claymore attacks with cryo)
