It's not his fault. She was standing there and making her hair, undecisive, looking elsewhere. The driver does not have the obligation to stop and wait for her to get enough attention to cross the road. In addition, the driver has the obligation to let the pedestrian pass, if at least 1 of his (her) legs stepped on the road. Both of her legs were on the sidewalk, when he was already on the zebra crossing. In addition, pedestrians also have certain obligations, which none of them are aware of.

If Russia spent more on maintaining its road/making roads more suitable for driving (and being able to stop and keep control of the car) in winter conditions and less on its military budget (and this goes back way beyond the invasion of Ukraine) there might be less crashes. While they do make 'interesting' videos it can't do much good for the owners of the car and people caught up in them. Although saying that if you are drunk &/or high or standing around in the middle of an unlit motorway in the night dressed in dark clothing you shouldn't be outside your house.
That would require a government that has the development of the country and the welfare of its people in mind. Russia never had such a government.
@@donaldmeulemans6458 True. Although there were many cold-war era (mainly under Stalin) Infrastructure Projects. Although these were more for Russia to use for trade/commerce and as a boasting point rather than as a 'gift' for the citizens.
