They were expanding the business loop to add a middle lane for left turns to try to avoid traffic jams. You literally could cause a traffic jam just by having someone turning left and having a large number of cars stopped behind them waiting.

@@atworkstation It happens quite a bit up here in North Dakota as well. And sometimes even regular left turn lanes don't help out.
