You can’t really say that for sure without asking the composers themselves. My guess is probably not. They knew that the sounds would be compressed so they probably made it sound like that while composing in order to make sure it would sound good on the system.
This sounds like the intro to a power metal album or the opening track that plays as they come out on stage. Like its not supposed to be long, and its mostly buildup. If I sound like a rambling lunatic, check out Anthrax playing Caught in a Mosh live, as the band comes out on stage, they just play the intro to the song before it fully kicks in when they're all there, and until then its just the guitar

they're using the original uncompressed samples (keyboard midi/sampled sounds) before the SNES compression takes place...
