I think, people studying Ashtavakra Geeta are not 990, but people who oppose them if they study Geeta, try different ways so these few should not go in extreme rebellious way (9 and 1) are 990. So the question is: what is the way the ratio can be changed to opposite? Does Ramrajya mean opposite ratio or there is no way opposite can happen? Buddha's need in the world is always to create that 1 in existent all the time, as 990 seems to be a constant in all the eras despite of having 1 buddha in all the times and locations.
