Since there is a "Hand of Nod" in that small Nod outpost it's most likely not a captured GDI base but a Nod established one , my wild guess for the presence of the Weapons Factory (instead of an Airstrip) is to give the player access to Mammoth Tanks to make this mission easier ;P
The Nod base across the river having a GDI weapons factory is a... very interesting design decision...
I mean I guess Nod vehicles have to be actually manufactured somewhere, right? Probably is a GDI base that was captured by the Nod mains. Who knows?

Ah, deep blue Nod is just satisfying. Though weird GDI is fighting you again after they were protecting the renegades for two missions
Map author was probably going for the "You Have Outlived Your Usefulness" trope.
While I too find the deep blue Nod satisfying the fully red one feels the *most* satisfying as it's the true color of Nod ;3
