IP ban does nothing you just call your provider and tell them you need a new IP cause it got leaked and every ban is gone. What riot wants to do now with Vanguard is hardware ban. Since Vanguard is kernel level approved it can get you every single detail from a persons PC therefore they could and should start handing out Hardware bans because to avoid those you need a new PC.
