I’m sorry but He does not, he proposed for the general assembly to give the money that was reserved for students that were undocumented and DACA to only HBCUs, I understand HBCUs need funding too, but doesn’t matter your race when it comes to need-based aid, if you are an us citizen you can fill a FAFSA and be eligible for state and federal aid while these DACA and undocumented students can’t. They were told since the beginning of this year there was going to be money for them to go to college, and Now Glenn just wants to take it all out of them. If He really cared about all Virginia resident’s education, he would have divided the funding between both unprivileged groups, but instead of that he really just ended up favoring one group over the other, when both need help in Virginia.

That includes government schools. If you want to teach your children militant racial chauvinism; you'll have to do it outside government institutions and without government agents. Good for you.
