If you're going to weld up a tightly closed joint, penetration will be very poor, with no strength when it is cleaned off. There should be a slight gap between the two edges to be welded, allowing the weld-pool to melt through the thickness of the metal to the bottom face, thus amalgamating the whole piece into one. The only time butted-up edges would be acceptable is on very thin steel (sub 2mm), when it is relatively easy to use enough amps to safely create a good solid through-weld. A 'hotter' shielding gas might also help, to prevent early cooling of the weld-pool.
