It's a damn U-Turn? What am I missing?
the exit, probably
This turnabout (u-turn) was built because they could only put and off ramp to an exit on one side of the highway, so traffic coming in the other direction has no exit. They have to keep driving and use this turnabout to go back in the opposite direction and be able to access the off ramp.
