Sotenbori is the only section of the multiplayer that barely works in the english patch. You need to use the japanese release of the game and once you unlock sotenbori you can switch to the english patch for it.
lol, yea i tried replicating the outfit that the taizan clone in the 1st game’s communication mode had. i don’t have all of the outfit pieces though unfortunately so i had to compromise.

You go to the taxis scattered around the map to change between Kamurocho and Sotenbori.

Its in the hideout, go to "Allies" and select any ally that's enabled. It will say "ally disabled" or "ally enabled" below in green text.

When I emulated the game it already had the English Patch
