Interesting. It must be one of those “video storybooks”.
This is certainly weird. On the one hand, it’s clearly a cheap adaptation by a company too broke to afford even basic animation. But on the other hand, the voice over itself sounds rather soothing and pleasant. From that perspective, it’s less like a bad anime, and more like a decent kids’ audiobook recording with picture accompaniment.

I don't think the series is called, "よいこの ビデオ名作童話集 たのしい ぬりえ付," like you said. Google translates this phrase as, "Good this video masterpiece fairy tale collection with fun coloring." XD

Hello! I'm not an Japanese speaker either, though Deeplr translates it more as This Video Masterpieces of Fairy Tales: Pleasant: With Coloring. I think it actually means "with Colored Images." The たのしい ぬりえ付 strikes me more as marketing than part of the title.
