What I would give to be a fly on the wall of one of Brandon's writing groups. Maybe they could record one and release it years later once all of the material has either been released or discarded.
Man, I wish I had friends who were also writers. It sounds so great to have somebody who has your back and also understands what you are going through. My wife is the best but she isn't a writer so no matter how I explain it to her, eventually, at some point, her eyes glaze over. Super jealous.
freefall world, water gathering: solve with high humidity? water condensing/collecting on objects as they travel through. also can solve the plant growing issue. the characters not requiring the same oxygen levels as earth-bound humans can free you up to get pretty thick with moisture levels.

I think that free-fall city could fall through a cloud layer repeatedly to avoid the problem of holding your breath. Then the people there could just take it for granted that clouds come from below, but it would be a good clue to the readers that the city is falling through an infinite loop.

Dear Brandon, your idea of a city in perpetual falling state already exists: It is the International Space Station. The "weightless" feeling inside the ISS is caused by this state of perpetual fall.
I think the key thing was that it's an open air city with breathable oxygen, not necessarily just a contained space station. Karl Schroeder's Virga books have a giant balloon the size of a planet that has breathable oxygen but insufficient mass for there to be a noticeable gravitational pull, so they all live on like floating towns and can fly around on like fan-powered ships. Close enough I'd say. Can't remember how they got water though, I guess condensation?
I can confirm, I am a huge nerd for fantasy and sci-fi as well as football. Me being a nerd is part of the reason WHY I am such a fan of football and I don't watch other sports. Football is like chess, in violent motion.

I was there in person. They only had one of their two names available up front. Brandon(?) gave his name to Dan and wrote NOT up top. When Dan’s name arrived, he wrote NOT on his and gave it to Brandon. I could’ve gotten them mixed up, if so replace Dan with Brandon, and Brandon with Dan.
Brandon Sanderson wrote WoT books 12‐14 after Robert Jordan died, si Brandon is the only available official resource. He is producer, sometimes consultant, not a television "writer" which is full-time career.

Free fall world sounds like you are stuck in orbit around a planet with a large atmosphere.

They could also have great big mesh nets to scoop water out of the clouds and collect them in basins.
