So this baby is super cute. I definitely would have wanted to hold her immediately, but the best way to get a baby's attention is to ignore it. Babies are naturally curious and will come to investigate you if you give them a chance. They're also much more interested in eating whatever you are eating. So I would have started eating the snack a little bit while ignoring the baby until she approached me with her hand out.
Kids are more perceptive than they get credit for. They were so hyper she knew this was not the norm. And since babies can still tell if they are being handled by strangers no wonder she cried. Its their automatic response to everything they do not like.
My little suggestion for approaching toddler is make sure we make eye contact and simple yet genuine smile to them for the very first time, and don't make any sound until we're sure they feel safe around us. After that, we can communicate with them better than approaching by talking to them at first

It's common for infants to be shy of strangers so maybe these missions were doomed to fail from the start, but maybe they were good exposure to strangers for Lydia as well.
