I Used a Go-Pro and Placed it on a Hotwheel Go-Pro Car and Used a Green Screen of an On-Board Shot 👍

You can Make them from Shapes Used in Bazzart, Just use the Shapes to Make a Leader Board, then add any thing like Numbers, to Lap Times to Lap Counts on it 👍

Stop Motion Studio should Be Fine. Genuinely It doesn’t matter what app you use to Make the Stop Motion, as you will Edit it on a Separate App, and add the Custom Leaderboards on 👍

There is a Green Screen of it on RUclips 👍 You then Add it as a Layer on CapCut, then you go to Chroma Key and Remove the Green Background
