I guess the title of "Top Nep" might need a little explanation.
While it is a reference to "Top Gun", especially in how the logo itself is designed, it is moreso a meme in the community that managed to become official.
It was originally a joke image of Neptune wearing the "deal with it" pixel shades and a black cap with the words TOP NEP printed on them. In some variants, she's also depicted smoking a blunt. It generally was used to show smugness for one reason or another.
From there, it spread...a lot. To the point that Idea Factory International took notice and turned it into merchandize. Like, actual hats with TOP NEP printed on them. As far as I've heard, it sold out very quickly.
Around the same time, it started showing up in other ways as well. There was a 4-koma comic in a Dengeki magazine for the series where Neptune wears the Top Nep cap. The artist of the series, Tsunako, also made a fan(?) image of Adult Neptune wearing the Top Nep cap, as well as the pixel shades but they're unimportant at this point.
This all then led to the latest OVA episode of the anime for the series which featured Adult Neptune. And of course, in it, Adult Neptune is wearing the Top Nep cap. In an official release.
So Top Nep is kind of an ascended meme that is primarily associated with Adult Neptune now. So since this game features Adult Neptune as the main playable character...it was called "Top Nep". Both in reference to the meme and serve a double reference to "Top Gun".
Did that make sense? It's all quite silly.
