Why does this song feel so melancholy though?
I guess it is because this track is on a minor scale, which may evocate some kind of nostalgic - sad -emotional feeling.
Also because Hard Times is a song about a break-up.

Hey great stuff! I remember watching your channel a few years back and getting inspired to try recreating songs. I got to finally make a decent remix recently and still think back on and even watch those Sonic 3 oscilloscopes. Love the instrument samples.

This is unrelated but the fnaf movie was really good somehow
So MJ made the music for Carnival Night, IceCap and Launch Base, so I get the other two. But if this zone's music is a resemblance of an unreleased song by a different band entirely, that would mean MJ stole an idea. So if Sega got involved with MJ's lawyers about Sonic 3's music, (which he specifically said he didn't want credit for so why the hell does he have the rights to it anyway) those same lawyers would have to got involved with the lawyers of the Jetzons for stealing their melody. Is my dumb ass wrong about any of this?
Brad Buxer, the lead songwriter of the Jetzons, worked with Jackson at the time and helped with some of Jackson's music. I imagine it would have all melded together, possibly even being the same lawyers. Buxer contributed Hard Times himself for Sonic 3.
Edit to say Buxer worked on Sonic 3 as well and was credited.

The possible two reasons as to why hard times is not in origins despite Brad making it is:
1. The voice samples
2. The company that now owns the right to "Hard times", makes a living out of licensing songs, meaning they either asked for too much, or Sega is a cheapskate.
Brad Buxer did Ice Cap himself based on Hard Times. And keep in mind that MJ had a team of dudes with him, including 2 or 3 guys that were involved with the actual composing if I remember well.
Additionally, Brad said that MJ had a number of tracks ready, but when it comes to them actually making into the game it's when people involved have said a billion different things. I personally don't think anything he did made it into the game, because SEGA couldn't possibly be so stupid (taking into account the accusations he was facing). But instead they were short-sided enough to keep what his crew did, which was clearly inspired by his style and has sampling from his music, like Jam on Carnival Night.
What this all means is that if SEGA decided to come clear about the music from Sonic 3, they'd have to pay royalties to a TON of people that they already owe some money: the MJ estate, Sony, all of MJ's crew involved and the estates of the ones that have passed, the people from the songs that were sampled (which goes beyond MJ actually), and God knows who else would appear just to cash in.
Brad Buxer, the keyboardist for The Jetzons, was part of the group of musicians contracted to work on Sonic 3's soundtrack. Since the song 'Hard Times' was unreleased at the time of Sonic 3's creation, Brad Buxer essentially repurposed it into the theme for Ice Cap Zone, maybe even figuring that its original form wasn't going to be heard or used again. Of course, the original song actually did get released years later, which might have resulted in it being one of the keys to the licensing issues with some of Sonic 3's music. (The Jetzons did release a vinyl album of Hard Times, with the record sleeve featuring the background of Ice Cap Zone's in-game artwork. It's possible that they were totally fine with Ice Cap Zone basically being a remix of an old, formerly unreleased song, considering that most of the fans knew of the connection by then.)
As far as it goes for the rest of the music from Jackson's team that actually made it into the game, it looks like Michael Jackson was really only involved(?) with the Credits theme of Sonic 3, but in a backward sort of manner. Brad Buxer appears to be responsible for a lot of the music done by Jackson's team, if not all of the music. He has recently stated that he did 41 music cues for Sonic 3.
