The Executive Branch does not have the power to unilaterally just “release” classified, compartmentalized materials. The reason it hasn’t happened before is because of that reason - and because the bureaucratic process around such releases is dauntingly heavy (and made heavy on purpose, by actors who know how to use it to their advantage). They made it so laborious that Presidents can’t stay in office long enough to see it through to completion. I think what has to happen is work on scraping away at the bureaucracies that protect such things to make them easier for Congress, at the very least, to access. Otherwise, “top secret” status can (and is) used to act outside of Congressional oversight which is constructed to be the voice and will of the people.
I always find it interesting when there is talk about releasing info or having disclosure on UAPs. The Federal government ssyd they will jail anyone having disclosure on something they swear does not exist
