He was not always blind, I believe he lost his eyesight due to an IED. He has a book if you're more interested

Why do those who aren't fully blind swim with blacked out goggles (as said by the announcer)? Why don't they swim in two different divisions, partially blind and fully blind?
I think it’s probably for simplicity. There’s varying degrees of partially blind too, from just seeing everything extra blur all the way to only being able to subtly tell if it’s light or dark. That’s probably why they just make sure none of them can see at all, since all of them are functionally blind. They do this with track events too, I think
They do, but fully blind could mean a lot of things, so if they even have the slightest vision, and want to swim in S11, they will have to wear blackout goggles. There is also S12 for legally blind with accessibilities and S13 for legally blind with no accessibilities. S11 is for those with severe visual impairments to those with prosthetics that can’t see anything because they have no eyes

why do they wear goggles if they’re blind
Just because they are blind doesn't mean their eyes are perfect like able-bodied. Their eyes are just as built as able bodied eyes are, it's just the eyes are missing the required features that allow vision. perhaps missing rods and cones or lenses. When you get in the water with your eyes open, it can hurt them. Same for them too. Their eyes hurt just as much as ours do. Vision impaired is a invisible disabilty unless you can tell teh signs they are blind. I am deaf yet I have ears that look exactly like hearing abled ears. It's all in my cochina. I have less hair in there than the normal ear does but I still have the outside ears that look as if I am not deaf. You can't tell unless you see the hearing aids I wear in my ears. And yes my ears do hurt just as much as everyone else. Same with the blind people here.
The goggles protects their eyes just like the olympics do otherwise the clorine in the water burns them.
Because some blind people can see light and shadows sk the goggles make it fair for everyone
