Thx for the very clear instructions. I think if I were going to make a batch of these, I would iron the interfacing to a large piece of fabric before cutting. This would save time and I could cut out pieces for several at a time. penny for your thoughts. -I’m also concerned if the loop is long enough to loop it onto the luggage. Can you show one attached to luggage?
Yes, the loop is long enough to loop it onto the luggage. I have my luggage stored away for now, but will try to get a picture when I get them back out of storage this summer. I also thinking fusing the interfacing to the fabric before cutting would be a great time saver! The only thing to consider is that the interfacing will make your seam allowance a little bulkier.
I attach it to one of the handles. Slip the loop end of the tag under the handle, so that the tag is about middle ways through the handle. Then fold the loop up and insert the tag end through the loop. Then just pull on the tag to tighten onto the handle.

Do you have the pattern available to print to size? When I print from the webpage I get small scale images.
The pattern should be emailed to you and you can print that pattern.
Addendum to my prior comment: Just finished my first luggage tag. It does loop onto my luggage very nicely, the strap is plenty long so no worries.
