Izuku is the one person that will always be kind to Katsuki no matter what Katsuki does to him. I mean he forgave Katsuki even though he told him to take a swan dive of the building. But compared to a "die" to a "Take a swan dive from the roof of the building," and other horrible things he said to Midoriya, I think you can compare the difference- And Uraraka already knew bakugou was bullying Midoriya, so they took it more seriously than they would take a simple "die" said every day
