It also probably weeds out a lot of spend that would otherwise be spent on bots or people who will never buy, because they have no history of coming close to a buying action. This is essentially a question of targeting -> Conversion optimized ads target people who will find the ad more relevant and are more likely to take action, whereas reach optimized ads will show it to just about anyone.
