Yes, the beach repairs itself and the river water builds up again. Good thinking. This is at a small river in California. The surfers like to dig to start it going at a time they can play.

It’s not draining the river. Breaking the berm is bad for other reasons though. It’s the Aliso Creek in Laguna Beach if you wanna look it up.
