- The Philippines and Vietnam agreed to strengthen their defense ties and advance cooperation on maritime security during a visit by Vietnam's defense minister, Phan Van Giang, to Manila where he held talks with his Philippine counterpart, Gilberto Teodoro. The 🇻🇳 Vietnam-Philippines 🇵🇭 Defense Cooperation agreement is a huge blow to the Chinese expansionism in the SCS.
*The international law* is very clear on the South China Sea:
- parts of it belong to some ASEAN countries including the Philippines 🇵🇭 and Vietnam 🇻🇳,
- the rest of it is the international water,
- no part of it belongs to China🇨🇳 or Taiwan🇹🇼.

Taiwan-Talks, Taiwan can do the same like Vietnam-Philippine relationship.
Imagine Taiwan has good relationship with philippines regarding with ITU ABA, that is a win-win scenario for both country.
A memorandum of understanding is an agreement between two or more parties outlined in a formal document. It is not necessarily legally binding.

Philippines is going around the world and signing defense alliance with every nation that is willing to sign.
A day will come when these defense alliance will be called upon for Philippines to enter a conflict that it does not wish to enter.

Vietnam occupies illegally several dozen islands in Spratlys. Philippine should try to take them from Vietnam, instead of from China. Also, the ones occupied by Vietnam are larger and better. Philippine have lot more chances of taking islands from Vietnam than from China. Philippine actually did take Zhongye Island (Pag Isa) and 10 other islands when they were under Taiwan/ROC's administration.
Philippines and Vietnam would most likely negotiate their EEZ's like what Philippines and Indonesia already did because they are not barbaric countries. They are both legitimate claimants within their 200 miles off their coasts.
