The tool it self (the metal bit) is a “reverse sheet mold” and in this application (together with its wooden sliding sledge) it’s a “running mold”. Arguably the wood bit is a jig but I think, more accurately, it’s just part of the tool body or handle. I’ve seen it most commonly referred to as a “sledge” and any plank fastened to the wall for it to ride on, as a “rule”. I’d expect at least one of two things from a jig and this satisfies neither. It doesn’t secure the work piece (the wall), nor act as an independent guide for the tool. Instead, it rides along the work piece and is fixed directly to the tool. It does bear on two surfaces, fixing the orientation, relative to the wall, as the tool runs; so I’ll give it to you as jig-like. But you’re correct. That method is to push and shape the texture in a way that weakens it. The shape is not bad because the particles of the material are not hard due to the push, but it falls far behind in terms of robustness. If you do a non-destructive test, you will find that that method is a trick.
