GAME OF LUCK is what it truly is because some people legit get away with it. I am sure they did not allow those things because it wasn't branded or commercially packaged as they call it. Those bags are sold in most market, got mine from Lagos Island.

Check the shelves in any supermarket, which imported product has such written on them? The important thing is to pack them as recommended and be sure they don’t have weevils nor worms. I got food stuffs from the UK and they came in with ease. The ogiri had very bad smell and wasn’t labelled yet, it came in. I got fresh iru and fresh ugba too.
Everything I bought from the UK and America was untouched at the airport. My brother brought stuff from Africa and most of them were trashed at the airport as they were in zip lock bags.

From memory i think ielts only last for 3years and 2018 till date is more than 3years so i believe you need to write another one, but you can also do your research.
