There's actually one inside of Roosevelt Island mission. Right after killing the 2 hammer guys you pass through a lab. You'll pass a dead guy sitting in a chair, and the next room you are to drop down into a hole. Don't go in the hole, instead turn to your right, you should find a small little grassy area, and above there's another crate. Hope this helps!
This was a great help, I only suggest showing the map location first so it's easier to track with you instead of having to rewind the video several times to watch your pathing.

There are more orange crates than dyes currently. After opening 2-3 orange crates in a row without any dyes in them, I'm convinced the order doesn't matter. The orange crates will drop a random dye until you have them all. Ten Ton Hammer has a total of 35+ locations (mixed orange and black boxes). I'm going to save the rest until more dyes come out.

Thanks a ton, one thing that also helps if you're trying to give people a guide may be to add in the coordinates of your location along with the video (numbers around the agent marker location when you're zoomed all the way in on the map). But still a much appreciated video!!

Did you get the one in downtown west ? The building on the corner of 22nd st nw & 1st nw .find your way in court yard go down rope look up you will see it hanging on crane

everything in the Division games is RNG. the probability seems to correlate with level/gearscore. the higher your gearscore, the higher the chances of getting a dye drop. you can farm them. most players say it's a 24 hour wait for these containers to restock.
