Many people under the Empire were probably like Han Solo in thinking even the force didn’t exist. Everyone would completely underestimate Palpatine even if they knew he was a really bad guy. Perfect summary of the success of the Sith before the movies.
This is why states rights are important. If the Rim worlds had been allowed autonomy over their own sectors, the trade federation would have had a much less effective campaign of enslaving impoverished worlds. The trade federation "shadow state" would not have been able to operate across multiple sectors without the weakening of the local governments of the outer rim sectors. The outer rim worlds not being able to charge taxes on imports/exports basically turned them into a wild west while enriching the core worlds with exploitative trade.
Sidious promised them power and wealth by creating a monopoly on trade in parts of the galaxy. He appealed to their greed and forced them to submit through fear. The Order of the Sith was largely a mythical legend by the time of Phantom Menace. When he claimed to be one, they were terrified of him and obeyed him.
Dude you have a mistake with Sifo Dyas he was manipulated by Sidious to create the clone army and then held for experimentation where he eventually died
