Yes, remove the scales first to prevent the scales from going onto the meat, plus the whole fish can be thoroughly rinsed before filleting. If you rinse the meat after filleting, the meat will be tainted with whatever the water's going to carry with it into the meat although they said tap water is safe to drink. Also, you will rinse off the flavor of the fish. Just my point of view.

I have read about Golden eye snapper a lot in comic but never have a chance to taste one, could you tell me the obvious difference between this snapper than the usual one please? ゆびきYubiki style - using boiling hot water to treat prepared sashimi fish, the usual other method we see is Aburi style which using a handheld torch to grill one part of the fish. If snapper's skin is not treated, it will be too tough to consume; however, by using yubiki technique, it soften the skin and the fat under the skin add another layer of favour into the fish. I hope more people can appreciate the extra step like what Hiro san did in this video. Sorry, Hiro san for me being little too educational ^.^" But I think the more we understand how our food is prepared, the more we could appreciate the efforts used to make a delicious food.
Honestly dont be scared of the torch. Theyre very cheap to buy, you can get only for like 30 bucks. Theyre totally safe as well, just dont turn it upside down and always be mindful
