Obviously you haven't heard that you shouldn't add water to KOH or NaOH, but vice versa. When water is added to a Hydroxide, the water can heat up so quickly that it boils and splatters.
If you pay attention, right at the moment you got your phone to 7 the reaction goes cloudy. This is something I know happened to me as well, but with different salts.. also, when you boil it down, if you take it off, say, about how it looked after 2 hours, then put the solution directly into a bowl and into the freezer, you will end up with large crystal of the stuff pretty quickly. Then just pour off the water back into the beaker to boil the rest. It looks cool when it crystallizes

You didn't need to tweak the pH to exactly 7. Just be sure to use some excess acid to get pH
