To introduce a plotline that pitted Bo against Hope and one that showed Bo and Chelsea bonding. Zack wasn't exactly an integral character, they'd already had one "good" kid grow up (Shawn Douglas) so they'd kind of run that plotline already. It wouldn't have been interesting to have them just raise another good kid with no storyline
