Angel Hernandez Calls Strike 3 on Gleyber Torres Even Though Pitcher Francis Stepped Off Rubber: Eh?

    TLDR; I have a pitch clock violation on the pitcher. Automatic ball.
    First, the pitch location issue - notwithstanding the disengagement issue, location-wise this pitch was a strike and correctly officiated as such. The reason is Torres never enters his crouch as the pitch approaches home plate and his standing stance thus raises the strike zone top. The on-screen graphics are, again, incorrect.
    Second, the disengagement issue. This is where Angel needs help from his crew, namely 1B Umpire Nic Lentz and 3B Umpire and Crew Chief Lance Barksdale. These umpires can see the pitcher's pivot foot slipping off the rubber the best. But during the umpire conference, they don't do anything about the actual strike three call. Official Baseball Rules 5.07(a) and 6.02(a)(5) amongst others discuss illegal pitches, including the quick pitch, known as a pitch that is made before the batter is reasonably set in the batter's box.
    Except this batter WAS already reasonably set. Instead, it is an interrupted delivery and should have been called a dead ball when it happened. One wild card factor involved? The pitch clock. The timer had reached three seconds when the pitcher stumbled off the pitcher's plate, meaning he rushed his way back to re-engaging quickly in order to beat the expiration of the timer.
    So instead of simply washing this out as a "start over from scratch" resolution, the proper call here most likely would be a pitch clock violation on the pitcher.

    I am glad you put it in the end because the entire time you were talking about the quick pitch/intent to deceive issue I was saying "None of that matters in a pitch clock violation".

      Me too. I didn't know the exact rule, but I was definitely thinking in the pitch clock era this has to be something. Like there has to at least be a signal that the pitcher just took on of his pick offs. But yeah, with no runners on, how does it work? Only the catcher can ask for time? The pitcher can't step off even once?

      My comment exactly. Not up to date on the pitch clock rules, but it’s an illegal pitch, automatic ball, when he disengages without dropping his hands. With runners on, it’s a balk.

    When I was umpiring another lifetime ago we used almost exclusively 2-man crews. The plate umpire took from the pitcher's waist and up as far as being in a legal motion. The base umpire took from the waist down for the exact reasons you mentioned about the the pitcher's front foot obscuring his back foot. It worked great. Now, how do three base umpires, all making over $100k per year, miss this patently illegal move?

    The whole crew kicked it. We don't normally care if you keep your hands together after stepping off in the windup but this was a QP. In the set we would say "time don't do that" so everyone would know when the pitcher had come set. "Rule 5.07(a) Comment: Pitchers may disengage the rubber after taking their signs but may not step quickly onto the rubber and
    pitch. This may be judged a quick pitch by the umpire. When the
    pitcher disengages the rubber, he must drop his hands to his sides.
    Pitchers will not be allowed to disengage the rubber after taking
    each sign.

    I do not see how the pitcher made eye contact with the batter (new rule) before beginning his windup and subsequent pitch.

      That was my thought too - even if the re-engagement was allowed, Torres was expecting the eye contact pause before the windup began.

    So if it was a pitch clock violation for a disengagement with no runners on, should it have been a ball then? Or should the pitcher have been charged with a timeout?

      The pitcher isn't allowed any "free" disengagements ("free" meaning the clock fully resets) with the bases empty-disengagement resets only occur with runners on base. The only timeout that would qualify here would be a mound visit, and that's something the catcher would need to run out to the mound for.
      Interesting wrinkle as well is that if a pitcher requests a new ball with less than 9 seconds on the timer, if there are runner(s), the pitcher is charged with a disengagement. But if the pitcher requests a new ball with less than 9 seconds on the clock with the bases empty, it is an automatic ball since the pitcher is not allowed any disengagements with no runners on base.

    The official strike zone is the area over home plate from the midpoint between a batter's shoulders and the top of the uniform pants -- when the batter is in his stance and prepared to swing at a pitched ball -- and a point just below the kneecap.
    Him standing up is not “in his stance and prepared to hit a pitch”. Just as if an inside pitch stood him up, the zone wouldn’t change because of it.

      Did you watch the video? At 0:40 you see Torres in a stance, but he is not crouched down. If you then watch further, he steps backward but NEVER crouches. Thus he established his strike zone for that pitch to be him standing.
      Its like the umpires in this video, you focused too much on thinking you were smarter than everyone else about the rules, but missed the obvious. Admitting you were wrong would be the intellectually honest thing to do.

    Angel always has to be involved in any controversial call. The official definition of the strike zone is “The official strike zone is the area over home plate from the midpoint between a batter's shoulders and the top of the uniform pants -- when the batter is in his stance and prepared to swing at a pitched ball -- and a point just below the kneecap. In order to get a strike call, part of the ball must cross over part of home plate while in the aforementioned area.” The batter was not in his stance to hit so the strike zone should not be higher for one pitch.

    The Strike zone is NOT determined by the position of the batter while standing, rather the batter's position when ready to swing. Therefore the called strike was 6" high.

    The following is the definition of a strike zone from MLB web site: The official strike zone is the area over home plate from the midpoint between a batter's shoulders and the top of the uniform pants -- when the batter is in his stance and prepared to swing at a pitched ball -- and a point just below the kneecap. In order to get a strike call, part of the ball must cross over part of home plate while in the aforementioned area. Note the words batter in stance and prepared to swing. When he was standing full up he was not in his normal stance nor was he prepared to swing at a pitch ball. The pitch by this definition was clearly a ball. I am aware that this normal stance stuff was added to prevent batters from essentially eliminating the strike zone by an exaggerated crouch but it would also seem to apply to this play.

      New crew chief Lance Barksdale has the highest plate performance record of any of the ten new crew chiefs. Angel is ranked second in the four man crew overall. Lance is correct 95 %

    I disagree that the upper limit of the strike zone changes when the batter stands up. The box was just wrong to begin with. The upper (and lower) limits are based on the batter “as he prepares to strike at the pitch.” A batter standing up with no intention of swinging is not preparing to strike.

      That would be hilarious. Add a counter of "Angel's Hellish Mistakes" on the jumbotron with a sound effect and unique animation (maybe one where the devil sends Angel to hell) as well.
      Doing so definitely would get a team in trouble with the league, but for a team out of contention later in the season it might be a fun promotional gimmick for an otherwise low attendance weekday day game, and the fans would like the free sodas.

      Not when the bases are empty (pitchers don't get free disengagements in OBR when there are no runners). With runners, yes there's a reset (well, this particular example would be a balk too, but assuming it was a legal disengagement, yes the clock resets).

    Even if Angel does make the right call once in a while, any controversial call such as this, is always going to be blamed on him because he has such a bad reputation for making bad calls that the default position of the players and managers is going to be that he got it wrong. He's like the husband who cheats on his wife all the time, but the one time he is "good", he is still accused of the indiscretion. Angel Hernandez cannot be trusted to make any correct calls on the field. He needs to go...yesterday!

    At home it’s “obviously” a ball so everyone who looks at the tv thinks the umpire is cheating the game or rigging it or whatever

    You seem to be giving a lot of benefit to the doubt that a professional ump behind the plate can’t see both feet of a pitcher in a MLB game, in this context, then switch to a corner ump position, because I doubt there’s any obstruction.

    Even without the step-off/step-on deal, it was still an outrageously bad strike call. The umpire union is to blame for keeping this loser employed and diminishing the integrity of the game.

    Angel is the worst umpire in Baseball. I have watched many of his games on TV and as a Season Ticket Holder for the Royals I have also see many of his games in Kansas City. I have said that he needed to be FIRED 10 years ago

    We don't run other officials down. I could care less what people (or anyone on this channel) think. He made the show. If there's an issue, you get together post game and talk about it. This is why you folks and others are making us hemorrhage officials right now.

    That is not a strike. Bs. The strike zone isn't when a player is standing next to the plate, it's the zone when a batter is in their batting position. Angel is wrong on everything here. No, he didn't get the zone right.

    I think Angel Hernandez is doing it on purpose to get attention. Otherwise why would anyone pay attention to such a shitty umpire, worst in the MLB. As the the MLB umpire union, you can tell it is a shitty organization for them to keep such an unprofessional poor performer in the game. No intergrity or class. Just crap org.

    Torres certainly has a reason to complain. He saw something that all of the umpires missed. However, why didn't he wait for the umpire to call for time or call a balk? Torres standing up before a call caused the ball to arrive at belt level which looks like a strike.

      A balk is impossible with bases empty. It was an illegal pitch. Award batter one ball.
