    I've reviewed several parts of the Project 2025 document. Based on the few sections I've read, it is screamingly apparent that the justifications cited for many of the reforms they propose are either flawed or based on complete falsehoods. In other words, it is a political document, not a document based on true operational efficiencies, written by a combination of people who have no expertise or are simply ticking off political points. I mean, they actually want to eliminate NOAA!

    The Heritage Foundation isn’t concerned with the health of the US Merchant Marine. The only reason they care about the Jones Act at all is because Exxon doesn’t like having to pay US workers to ship crude from Alaska to the Lower 48.

      Nothing good comes from the Heritage Foundation.
      "The heritage Foundation is an activist American conservative think tank based in Washington, D.C. Founded in 1973, it took a leading role in the conservative movement in the 1980s during the presidency of Ronald Reagan, whose policies were taken from Heritage Foundation studies, including its Mandate for Leadership."

    I'm retired 1600Ton Ocean Master Towing and Sail endorsed. You Sir have presented the best options available. I would love for our legislators to listen to you, rather than committees which all look out for their interests, not the Merchant Marine Deck and Engine personel. Thanks Sal.😊

      As a technologist, who sees the benefits and drawbacks to the technological revolution being forced on the world… I totally agree with your perspective.
      These proposed updates should reflect resilience and stability in the marketplace. What is being sought is an automated management of commodities flows through digital controlled checkpoints, platforms and economic activity taxation schemes (carbon credits).

      Absolutely! Read the four pillars in the intro and you can see why things that make no sense to traditional economic, energy, defense, etc. policy, it makes more sense. I wouldn't say perfect sense as some of the 2025 policy recommendations are in conflict with each other.

    Heritage is looking at everything through the lens of politics, and their owners in the petroleum industry. They are more concerned with Wall Street than shipping, and they've demonstrated that they don't have a clue about shipping.

      Heritage Foundation initially didn't like Trump, they loved the RNC swamp. That is why I am skeptical about how much business Trump does with them.

      It's because they know they can control him with money and "continued popularity". When he was president some of these authors were members of his cabinet. Let's think about how much influence that is. They want to have this control to push all of their regressive agendas.

      @skylinefever And yet he was the keynote speaker at their convention in 2022, and praised them profusely. At least 30 people in his administration were directly connected with Heritage, and about 60% of their Mandate for Leadership got implemented during his term. So when it comes to Heritage, Trumpists are facing a choice: Either he is intimately connected with them and he's lying (again) or he doesn't know how intimately connected he is with them and he's incompetent.

      That should be fixed, by NOT allowing unelected bureaucrats or compromised Civil Servants to continue to decide who gets elected.

      I wouldn't stress about Project 2025. First, it isn't new, it came out in 2022. Second, neither candidate has endorsed it. Trump has his own policy plan, Google Agenda47, and go to the official webpage, straight to the source. I don't know what Kamala's policy plan is yet, but it's safe to say she won't be endorsing it either, lol. Trump has gone on record saying he has nothing to do with it nor will he have anything to do with it.

      “Nobody knew health care could be so complicated” - DJT, 2017. Complex systems dealing with hundreds of thousands of ships, or millions of people, and the varying diverse needs in both cases generally do not lend themselves to simple, one-size-fits-all solutions. Yet we frequently see many politicians who think they can boil it down to a simple solution, and pretend it is simple for the sound bites in our short attention span, 1 hour news cycle modern world.
      The Jones act succeeded because it was the product of a slower paced, less divided era where a great deal of intensive thought went into crafting legislation that would encompass and benefit an entire industry in the nation.
      It’s telling that organizations like the CATO Institute are clamouring for the replacement of this legislation, the same groups who in the past have sold out American manufacturing to cheaper labour markets, putting millions in the pockets of already rich people and corporations, something which people are finally realizing was terrible policy. Sure it made goods cheaper, but at the expense of immense amounts of decent paying jobs and a serious loss of knowledge. America is now struggling to catch back up to overseas competition in many aspects of manufacturing, especially high tech industries.

      shipping is changing, the self driving car will also herald the self driving ship. the entire merchant marines going to change in next decade just like the trucking industry. atm its going to be essentially all chinese made electric semi autonomous ships with just a skeleton crew of technicians and a captain/pilot. probably mostly chinese tech's because it will probably all be in chinese pretty quickly

      @@hamasmillitant1 not really related to this but a friend of mine is in Shanghai and he was telling me about how most cars, scooters and other modes of transportation are mostly EV’s now and how quite the city is now compared to just 10 years ago. Also how much cleaner the air is now compared to when he was there last.

      I don't he does entirely. He is a born strategist. The trouble is massive Corporations are funding politics and, surprise(!) influencing policy. That is not new but wow is it getting out of hand, putting true democracy at risk of running parallel. Commercial shipping needs full and proper regulation to suit its needs, including wellbeing of sectors. If its effective regulation is being scuttled by underfunding, it is necessarily weakened. That scenario, anywhere, always come back to bite

      Shift all profit to private business in select hands, all expenses get placed under “government budgets” (i.e. tax payer covers the bill for infrastructure, and private interests get all of the profit margins)
      Privatize everything except the unprofitable…leave that in government/public sector.

      Policy 2025 is not endorsed by either Trump or Harris. It was released way back in 2022 and nothing to do with Trump. Both have their own policy agendas. Trump's is available foe the public to view, Google Agenda47 and use the official Agenda47 webpage.

      @@ph11p3540 Ray Delahanty (“City Nerd”) is educated as an urban planner. He used to live (and walk) in Portland and Seattle, but now he travels around, trying out different cities in North America and Europe.
      It’s a small community, so I think he’s familiar with the creators you mentioned. I like them too, especially “Not Just Bikes.”

    I have yet to see a single politically neutral expert in any particaular industry describe Project 2025 as anything but an utter disaster in that area except for megaconglomerates in that area or owned by prominent members of the Heritiage Foundation.

      @@pro-libertatibus One of the likely goals of P25 is to get rid of The Jones Act. That action would increase profitability and "flexible" management of goods transportation and vessels in US waters (ocean, lakes & rivers). Management "entities", their employees and suppliers, could, and likely would, be from anywhere else in the world.... and cheaper in most cases. No, or quite low, minimum wages would be paid to crews from the Pacific rim, Sri Lanka, China & Russia, taking US jobs and handing critical infrastructure/national defense supply chain capabilities off to the lowest cost service supplier. Those entities would quickly dominate US ports, rivers and lakes while having no cultural, political, or moral allegiance to The USA. It's "low hanging fruit" to large corporations, but would likely eliminate an entire US industry and actively generate economic and infrastructure vulnerabilities in The USA. Sal is trying his best to bring attention to this.

      The Jones act has gutted interstate maritime shipping, which is about five times more efficient than rail, and done serious economic damage to a huge number of river port towns. And US ship manufacturing collapsed anyway so it hasn't even accomplished it's stated goal.
      In some ways that was kind of deliberate, it encouraged international trade to defeat the Soviets at the expense of interstate trade, but it's still one of the dumbest things the US government has ever done.

    I really appreciate your taking this subject up. I've tried reading a few sections of this 922 page document and I'm not really impressed for the most part. There are some things that make sense, but me instincts tell me its mostly about handing over a lot of power and money to the private sector with little oversight. The fact that out of 922 pages, only about a page and a half are directed to such an important topic tells a lot about both their value on the subject and their understanding of it. We definitely need to address the jones act without a doubt but I can't agree more that repealing it would not only destroy our own industry but do great harm to our waterways as the nations which would come in to fill tha gap are going to be the cheapest bidders with out care for environment or other concerns. Great job keeping us updated.

    Project 2025 is a purpose-built framework for consolidating as much governing authority as possible under fewer agencies, and with more direct/effective control by political appointees. Your thoughtful and comprehensive debunking of the Heritage approach to Maritime policy is very much on point and very well presented (thank you), but represents rational pushback to only a tiny portion of this insidious power grab. Project 2025 is not intended to improve any particular situation or structure or social compact in this country, but to consolidate the levers of control by which outcomes can be influenced. This is what is necessary to enable lasting minority rule, and that by definition is not democracy. Double-plus ungood.

It's a Republican think tank product, it is what they think is a good idea. There are dozens of Democrat think tank products that one one ever worries about but have had some parts of them implemented into policy. It's advisories from political pundits along the lines of the parties platforms, some pretty radical on both sides, and they've been around for decades. The media advertising budget to keep this thing flying past all reasonable interest must be astonishing. Probably cutting into some of that Ukraine budget by now.

    The Heritage Foundation’s 2025 is concentrating control of many aspects of National resources and authority, under Homeland Security and the Executive Branch. This is a classic move for an Authoritarian government. We also have to understand that Heritage is funded by the Koch Brothers and Koch Industries, which is motivated to create more pipelines.

    Thank you, Sal. You had me from the first mention of putting the maritime administration (or whatever it's called now) under the Department of Transportation and not DHS. The example of the FAA was well chosen. While I've had to deal with the FAA myself and there is plenty to criticize in it, at least it keeps the various stakeholders on the same page. That "Four Horsemen of Transportation" was priceless.

    Just a cog in the DHS and CG machine here. From what I've observed it would be a terrible idea to move anything over to DHS/CG. The layers of red tape are paralyzing and its a miracle that anything gets done daily.

    Working on getting my Merchant Marines license for the NCDOT. Even with how close we are to WV and a program to help push people towards it, it’s taken 3-4 months and I haven’t even gotten a word back. If that wasn’t a joke about the two old ladies at the printing machine, I would NOT be surprised.
    The fact I can’t tell is worrying.

      At any time, you can check the status of your application online. I just renewed mine in January. It took about two months to come through. As long as you fill out the form correctly and include all the relevant documentation, it takes 2 - 4 months. That hasn't changed in my 25 year career.

    Heritage Foundation isn't looking to maximize efficiency, cost control, etc. They're looking to dismantle the entire government and reconfigure it as a white Christian nationalist "aligned" government under a very different (if any) Constitution. They're all about "alignment"...meaning one top down set of policies. True, I'm sure Heritage Foundation does not understand the merchant marine or commercial shipping except at the level of a investment manager. You are absolutely right that the shipping business does not belong in Homeland Security. But their concern is much more control of everything than what can possibly work for international and domestic transport of goods.

      This. I kind of think it's disingenuous to counter this with facts because they aren't using facts, their entire foundation is based on misleading people.
      But I also recognize that it's important to explain for people who aren't political on how this could affect them.
      However, them saying we should not make new ships and pull from reserves...that's oligarchy. What they are trying to do is say let's lower our defense spending and pull old stock that's too old to operate because we'd prefer to line our pockets in gold and watch the US fall to some other country. They don't care, they can move. Do you all remember russias equipment when they invaded Ukraine. Plastic caps, phone cameras on drones...that's what they are trying to do to the US - and they have been spreading this propaganda for a decade at least (have you heard it) "we need to defund the military industrial complex".

    I think we should reform the Heritage Foundation.
    As to the general discussion, I fully support your positions, and we need a robust discussion of civilian maritime policies.
    FEMA should be removed from DHS, and made a cabinet level agency.
    USCG, MARAD, FEMA should be fully funded.

    Thank you for making this video! The Heritage Foundation and project 2025 have been going on for decades. As others have said, they DO know what they are doing. They are looking at the legislative detail to understand who could make a giant sweeping change to various industries and then replace them with a political appointee. They are also looking at what the legislative branch needs to do to make these changes to benefit Wall Street and Big Oil to maximize profit. They know enough to be dangerous and it's scary.

    I watch from UK. Interesting. If they put 2 services together, ie Coast Guard and Maritine Service, there's a question that arises would it work under one budget? Is it a way of cutting the budget? Not that I say do it. But the system of 'shipping' (in brackets) would collapse. "Oh we have to put money into blah." " Take it from the other blah". It's accountants putting this on paper, and baffling the general public with 'mushroom compost'. M

    What a hot mess!!! I certainly hope none of this plan is implemented. Thank you for reviewing this in detail, and explaining the effects of said plan, if implemented. Your knowledge of history always adds important context. As I understand it, this is all supposed to take place in the first 180 days of the new administration. Fingers crossed the plan is scrapped before the damage is done. It sounds like a recipe for FUBAR.
    This is a perfect example of policy being drafted & driven by ideology instead of being crafted & informed by those with specific knowledge & experience.

    You are a good ambassador and educator on these areas in which you are an authority. I enjoyed this as much or more than your incident report episodes -although I learned a lot from both- the education with the history and intricacies of workings and agencies and rule is good and fascinating to know.

    Every government change in Australia, either state or federal, results in significant MOG (machinery of Government) changes. Whole Departments abolished at worst, but usually merged with another, or parts of departments (or their responsibilities) moved to other departments - as you are discussing.
    Mostly these changes are about either payback (physically transfer a government department seen to be anti the political party that has just won, to whocareswhere as long as it is hot, remote, and maybe buys some local political votes for putting jobs in some remote locality) or to satisfy some other political whim, usually at the behest of a political pressure group that supported the party that just won. There is never any valid reason for doing MOG moves.

    The last place to put Maritime is as the unwanted step-child of a Federal (Semi-secret) Police agency! The fiscal competition for spiffy guns, drones, armored SUV's and badges compared to the humdrum ship building, Merchant Marine and civilian job growth would "sink the ship!"

    I would actually encourage forwarding this video to Sec. Pete Buttigieg, both for its sound critique of Project 2025's proposal but also for the suggestions made to improve and streamline maritime operations/certification/communications in the United States. Of all the people in government, I think he would be quite receptive.

      In my state, all drivers licences are issued from a small town in the far north of the state, more than 2000km away from the state capital and the majority of the population. This was setup as a political sop to the local state member, put a dozen jobs into their electorate. So now everyone who passes a drivers licence test waits 2 weeks for their licence to be mailed to them... Politics is about payback and graft - not common sense!

      Why not? It's just a paper handling operation. WV needed the jobs. The problems with delays in processing have nothing to do with the location of the facility, but because of low funding and less than ideal leadership.

    My father was a King’s Point Graduate……look at the name, it never made sense to me. Neither does Project 25…. Unless you filter through the lens of power. The writers want full control of information, transportation and military. Having independent transportation, communication and transportation is not what any autocrat, dictator or monarch. Do not underestimate to power or English aristocracy. Lots to explore…..whoever the families behind the colonial voyages, the $$$, they and their insurers most likely still want ROI( return on investment). Dig deep enough you will find plenty still remembering the past( to be polite). I live just south of Boston and homes are still built with Tory chimneys….red brick painted white. The meaning of colors can change over time but I learned this from a friend whose chimney sweep told him. Who knew? Maritime law is certainly its own animal. Thank you for highlighting this.

    Interesting bit about Project 2025. There's very little in Project 2025 that isn't at it's most basic, about Profit. Almost always shareholder and big corporations. THAT is what drives The Heritage Foundation.

      Much of their plan is NOt libertarian, but leaning quite heavily into things that are more fascist in that they limit freedoms of speech, religion, education and election access.
      The fact that Sal is giving this a serious review has me concerned.
