I love how the Empress raised her claw to attack (as seen when attacking her after rush hour, she can kill you in one swipe), but instead smirked and reached for the microphone. She didn’t just want to kill hat kid, she wanted to toy with her and make her suffer. And also flex her rocket launcher. That too.

Yesh, it kinda still hapoens in Mafia Town. There's even the underwater version in the OST.
They will probably experiment with it more in future DLCs/updates.

Initial disappointment with the lack of a boss aside, I actually really like this act.
Honestly at least there is some kind of threat and the empress actually takes part one way or another, though an actual boss fight with her would've been nice. I would be lying if I didn't say I loved this act as a finale

A bonus chapter where you do actually fight her would be nice. First you spawn in the escape tunnels and make your way to the jewelry store, then you take jewelry to draw her out and then deal damage to her, all the while dodging nyakuza goons.

Hands down one of my favorite bosses and maps. The entire vibe and soundtrack just really stick out compared to some of the others.
I was hoping there would be a new boss in the DLC, but unfortunately, there isn't. So here's playthrough of the final stage instead.

Cool, It is unfortunate you didn't get to fight an awesome new boss, but sadly, not every game has an awesome final boss at the end of DLC.

Admittedly, it's a better climax than the Arctic Cruise or Alpine Skyline.

You know, I kinda wish Hat Kid kept her fearful expression. It'd sorta encapsulate the 'On the run' vibe just that extra bit better, especially since she's, well, a kid versus an entire cat mafia.
She defeated the russian mafia, fought a soul stealing demon, and stopped a world ending girl with a moustache. They probably wouldnt be fased by much anymore

As awesome as this sequence is I'm let down for the (though hilarious) anti climactic ending.
I mean personally that's what made stuff like Subcon so fun. Eventually getting back at the person who tried to stop you.
But the person you are trying to fight is ridiculously powerful (not in the same sense as the snatcher) so I think its fitting all things considered
This could potentially be a sequel bait. Imagine a new DLC in the ground level of Nyakuza Metro where we help police forces to stop The Empress
It, like Monty Python and the Holy Grail, ends with a literal cop-our.
At the very least, those police officers should be much more convincing. They look like slender kids themselves and empress just run away from them instantly

Wasn't really a point in starting a grand chase through the city and a huge manhunt that is likely the REASON she has incresaed police surveilance on her right now for the foreseeable future.
She's the person to start a manhunt on her enemy to watch the said enemy's hopes squandered when she appears in the elevator. Make a show off it. Also more scary for whoever has been thinking of betraying her.

She's a cat. Cats love toying with their prey, and she also knows exactly where the kid would have to go to get to the one elevator out of the undercity, which is why she has no problem turning up to hassle you with the bazooka and was there waiting at the very end.
I also think this was as much a show for the rest of the city. To remind the gang and the population how in control she is. The only thing that threw off her orcestration was the cops not being expected to show up. Empress knew what she was doing the entire time besides that.
