Why Do Horizontal Translation Factors Seem Opposite?

This tutorial explains why horizontal translation factors are opposite what they first appear as. For example, y = (x - 3)² is y = x² translated 3 units to the right, not 3 left and y = (x + 7)² is y = x² translated 7 units left (not right).
