I believe it is a technique called puppetry which is a 2d model with rigging allowing it to be manipulated as if it was cgi but in 2d instead

Nina H Actually the way it looks and moves I think they draw the parts in paint tool sai and use a program to make 3d 2d animation art
im gonna go on a limb and say either Toonboom harmony or after effects. Tho the character rig looks pretty complex so I'm gonna imagine it's toonboom harmony
