You are playing one of the best Chun Li players out there, you have 1 health, chip kills in this game, Chun super hits 10+ times and has an awkeard timing, every single hit can kill you if you mess up even one parry, but you need to parry all the hits to maximize damage, not to mention he last hit is an air parry. Then he hits that sweet 40% combo for the win without missing a beat.
He did it because it can cause input delay or frame issues, dont remember what it actually was. He wanted to manipulate the game, not distracting daigo...
Also this community kinda grew on its own really happy to see that there are people who never back down no matter what, like just look at the screen they were playing on... amazing how tech evolved and its alive

From what i've heard, In this game everytimes you block always cost a little health of the character so you still can lose even you block the enemy attack unless you are able to block all of them with perfect block which need a lot of practice and experience to catch them all so this guy did the legendary move there
What you heard is false. Parrying does not cost any health, and you can see that in this video. Justin also parries two fireballs in this video, and there you can see he is taking no damage on those. Daigo is also doing a full parry, not "perfect blocking". If he was blocking he would have been chipped out, which is what Justin was expecting him to do when he sent the super. He did NOT expect the fully parry from Daigo.
Imagine having the full room against you in one moment, then a standing ovation the very next one, this how special this moment was.
