I feel like the next big thing that can help Jamie is more buffs to drink level 0. He immediately got much better when SA2 and forward throw were buffed and gave him more tools to get started in his game plan. There are still a lot of matchups that simply shut Jamie down at lvl0 and run circles around him(Guile, Juri, etc). Idk what they'd do next, but I think that would be a step in the right direction.
While I'd say I'd rather have jamie reworked a bit instead of just buffing him. But if we're keeping him the way he is, the most important change to him rn would be drink rekka and 6mk being +1. People say jamie gives up oki for drinks, but no, actually jamie gives up his turn for drinks if you're in the corner, which is dumb. This I feel is his most obvious weakness rn. Other than that, we could argue that he still needs a lot of buffs, but at least he'd feel like more of a complete character.
Yeah I'm not sure, the patch notes specifically say CA not sa3, also I never felt like you don't have enough time to input DR after sa3 so it's kinda weird
I like the drive gain drink buff. Losing okie to get a drink always sucks, so it's nice that it now gives you a little something extra.

Some.good points, by 6mk I assume you mean the target combo, which i agree is a bummer that it's not +
2:40 jamie has a bigger window coming out of super 3 to follow up the combo. So it's easier now
