Best way to do this:
1 fast travel to the closest area to the merrywhether submarine
2 drive your kosatka right next to the merrywhether submarine (make sure it is underwater)
3 turn on autopilot by holding right d pad so the kosatka stays there
4 go in, get the signal jammer, get out, go in your sub while your underwater right next to it.

Bro, outside the submarine are helicopters and boats that shoot me, EVEN IN UNDERWATER! And is impossible to reach the submarine

THEY HAVE FUCKING PINPOINT ACCURACY, AND THEY CAN SOMEHOW TRACK YOU UNDERWATER. AND, WHEN YOU DIE YOU RESPAWN ON SOME JETSKI IN FRONT OF THEM. 10/10 game design

Try taking out the boats first before going in, there are more boats than helicopters so that might be why they do so much damage.

What place do you need to scope out to use the kosatka for the heist

just bolt cutter may be. when you use kosatka you'r gonna get inside the compund from the drainage tunnel so you dont need any thing else.

When i was trying to do this there was couple dingys with guns and a buzzard shooting at me and i dont have a sparrow or any rocket vehicle to shoot them so i cannot do it

this one is little difficult without oppressor mk2 . if you dont have any weaponized flying vehicle im suggesting to choose plane velum approach. you can still do capo perico without kosatka approach
